Single camera fails to view as 2MP in Maximized Mode

Running 5.2.7.12 with 6 IP and 6 Analog cams.
Super low CPU usage of 6-10% using the second stream option.
5 of the 6 cams will enlarge and switch to full MP mode when selected.
One cam will not follow suit. It will enlarge and remain as a low res live image.
I have 2 of these cheap cams and they are set up virtually identically and I am stumped as to what the difference is.
Any suggestions or similar situations?

Have you tried deleting the one that stays low res and then re-adding it?

Yeah. Good idea. tried now and went fresh, with no clones etc. The substream address seems right as i can feed the sub as the main and the record quality is reduced.
Odd it doesn't maximize to full HD like the rest.
