Specs say it's ONVIF-compliant. I'd run the Reolink Client, log into the camera and insure ONVIF and RTSP are enabled.
NOTE: Be sure to scroll down to reveal all of that page's options that are available otherwise you may overlook something important (this was an issue when I configured my Reolink video doorbell).
If both are set and compliant, you should be able to log in with ODM (ONVIF Device Manager), see live video AND operate PTZ.
Then go back to Blue Iris, put in camera's IP address, username and password and click on "Find/Inspect."
