All bitrate 128 Kbps
All Frame Rate 5Fps
All Resolution 320*240
Bandwidth real time
Receiving 2000-5000 Kbps
Sending 100-200Kbps

Firmware 3.0.13 build 150503
Encoding 5.0 build 159414

All camera online and record
4 camera liveview 2 camera no resource

I have upgraded the firmware. NVR v 3.0.21 build 170417 The problem persists.
