I'm planning to expand my local surveillance setup and found a very budget-friendly Dahua consumer PTZ camera on Taobao. The exact model listed in the specifications is the DH-2H32(4)00-ADW2 (WiFi version, 4mm focal length, available in 4MP/5MP options).
Given the price difference compared to international retail variants, I am highly tempted to purchase it, but I want to ensure it won't become a brick outside its intended region.
I live in Madagascar, and my goal is to integrate this camera strictly locally into my Home Assistant and Frigate setup.
Before buying, I would love to get some feedback from anyone who has dealt with this specific domestic series or recent Dahua consumer hardware from the Chinese market:

- Region Lock & Geofencing: Does the DH-2H32 series enforce strict region locks or geo-blocking that would prevent it from operating, configuring, or streaming when it detects a non-Chinese IP address or network environment?
- Local Streams (RTSP/ONVIF) without WAN: If I completely isolate this camera on a dedicated VLAN and block its internet access entirely (no WAN), will the local RTSP streams and ONVIF capabilities work reliably with Frigate? Or does this model require a persistent "heartbeat" handshake with the Chinese cloud (DMSS/Lechange ecosystem) to keep its local streams alive?
- Initialization & Web UI: Is there a standard local Web UI available for initialization, or does it strictly force you to use a domestic Chinese mobile app linked to a +86 phone number just to get it past the activation screen? (I don't mind a Chinese-only Web interface as long as local streams are accessible, but app-only activation would be a dealbreaker).
