A group of people filming on the corner. I have no idea what it was about.

Whoever they were, they seemed dedicated. They arrived at 5AM. They had to stop many times for all the cars and a few people walking by at that time of the morning. They finally wrapped up just before 8AM. I only looked at about half the footage. They also filmed up both streets on the corner. I heard them say they were off to film at a park later in the morning.

Don't think it was TikTok, as they were filming by scene numbers. The scenes they were filming were in 90's. Short form videos don't have that many scenes, unless it's part of a long series of related videos.
George Lucas' first film was THX 1138 which he made while attending the USC School of Cinematic Arts.
According to Wikipedia, most filming locations of THX 1138 were in the San Francisco area, including the unfinished tunnels of the Bay Area Rapid Transit subway system ("BART"), the Lawrence Livermore National Laboratory, the Marin County Civic Center in San Rafael designed by Frank Lloyd Wright, the Lawrence Hall of Science in Berkeley, the San Francisco International Airport.
That said, one of those people may be as famous as George Lucas some day so run out and get their autographs....they may be worth something one day!
BTW, some trivia...another Lucas creation was American Graffiti...note the license plate number on the front of John Milner's yellow '32 Ford Coupe:
