Hi - I have a IPC-T54IR-ZE-S3 and have extremely poor sound quality. Loud voices in a quiet room can be picked up, but anything remotely quite is almost impossible to decipher. Is this normal and just a consequence of a low quality mic within the camera housing. Or is there any configuration/troubleshooting I can try?

thanks

Turn off the Noise Filter.
Use AAC codec, at a high bit rate.

As Looney mentioned, a good place to start is:
AAC audio encoding
64000 sampling rate
Noise filter turned "off"
start with microphone volume at 90 and work up or down from there

Though this doesn't address the lack of volume that you mention, making a windscreen to fit over the mic is helpful for cleaning up the sound. I cut up old mic windscreens and attach them to my cameras with velcro.

A couple mics you could check out:
Sunba microphone
Microseven

Good advice above, that said, it ain’t great

The 3449 PRO and hopefully the new 54 series PRO have dual mics of much better quality
