I have a rat problem near the house foundations.
The correct way to handle this is to seal all entry points, however, this is an old house with a lot of cracks ant sealing all of them will cost more than I want to invest.
I placed a few traps and rat poison in the area where I suspect rat activity and sealed a few old unused sewer pipes (that was easy to seal).
I also placed a Zigbee PIR sensor, to get notification when something moves there.
I rarely get notifications, but when I do, I don't know what moved there (maybe a cat or a rat or something else).

I don't want hardwired camera there, since 95% of the time, I don't need it.
I'm looking for PIR activated IP cam, with sd card and WIFI based.
I want it to be battery powered, this way, the camera will sleep 99% of the time and when there is movement, the camera wakes up and takes a snapshot (possibly send me the snapshot).
Is there a recommend camera for such setup?

Instead of battery, I can manage with solar panel, in case I can place it about 6m from the camera.

You may have to work with an external PIR sensor with high sensitivity and adjustable settings so you could "tune" it to reliably detect critters as small as rats....the ones I know of that have built-in, supplemental PIR detection are designed for big human critters.

Currently I have this:

It does pickup rats, so maybe other cams will pickup as well.
The ceiling is low, so the distance to the rat is less than 1m, maybe this is the reason it picks up.

Maybe use a camera that can be triggered by an external sensor, such as the Zigbee you have that does pick up rats.

It's an option, but it means the camera needs to be awake to handle the snapshot request.
Also, the latency maybe an issue, because the rat maybe out the frame until I send the "snapshot" command.
The zigbee device cannot talk directly to other none Zigbee devices.

AFAIK, there are no Zigbee cameras.

Oh, well. I've been using Shelly wireless switches; they have some with dry relay output, no hub or cloud needed, connect to 2.4GHz Wi-Fi, can send HTTP API commands to my cams over the LAN.

The problem with Wifi is battery life, the PIR sensor I've mentioned claims to have 5 years battery life.
How long before you need to change battery on your WIFI switch?

would it be possible to run a tacked up network patch cord from a POE switch to where the camera be located?
I ran 48 Cat6 cables through out my house here & there when I jumped onboard for IP cameras which gave me reason to put hardwire cables in for 24vdc applications, AP's, IP cameras, heck....even 24v outdoor light post.
But there are always those "ooooooo...darn. I need a camera here at this one exact spot". In this case, pet entry door I built into my outdoor wall to keep track of incoming/outgoing pets. Luckily, the pet door is 8' away from a POE switch so it's just a patch cord from switch, down to generation1 5442 sitting on the ground. Maybe one day, I'll put it where it should go but for now...it works!

It's powered by a 12VDC wall wart; will also operate on 24-30VDC or 120-240VAC if configured properly with a supplied jumper/shunt.
Some wireless Shelly temp & motion sensors claim up to 3 years (I think) on their battery life but I haven't used any of those so I can't attest to that.

It's quite easy to connect this location to Ethernet, but I don't want to have a camera that works 24/7 just in case a rodent comes once in two months.

You could take a look at some of the following projects and maybe adapt accordingly.
