How to use SADP hikvision tool without admin privileges

I am wondering if there is a workaround to open SADP tool on an end user computer please.

Yes, I am able to do that.
The issue is that the electrician is a limited user not an admin and he is responsible to do these tasks. I am wondering if there is a workaround please.
 
Is the end user part of a domain? What message displays when he tries to run SADP?
Windows UAC or group policy come to mind. There are 'ways' around this but additional info would help.
