how to make a DHI-NVR608H-32-XI accept 2nd hdd??

as you may have read below, i have a DHI-NVR608H-32-XI with 2 HDD's and one failed, i just got a new 14TB to go with the other 14TB in the system both WD purple, they are damn tempermental.
put the 21nd HDD in and it wouldnt boot, swapped their positions and it booted.
now its giving me the HDD error and beeping, atleast it recognises it, but wont format it.
anyone know whats going on? i select format and it just doesnt want to.
brand new hdd out of its packet, nothing else been done to it.

i reckon this HDD is DOA??, its as noisy as all fuk, sounds like its 20 years old, cant hear myself think when the NVR is on

if there is error in formatting procedure then HDD is bad..

Yep, pc wont even recognise it, i had to double check to see if i had the right hdd and not swapped it with the faulty one by mistake, but nope, its the new one and its dead, first DOA hdd i have ever had and i have had dozens and dozens and dozens of hdd's over the years, seems like WD are getting worse than they used to be, never had any issues with WD until the last few years, been using them 25+ years. used to have a tonne of seagate failures 25+ years back, thats when i switched to WD and fine since until lately.
submitted RMA request.

Sometimes HDD die in shipping process.
This is mechanical device with very delicate moving parts inside.
