How to deal with sunny vs stormy day in camera settings

I would like an opinion on how to deal with sunny vs stormy day in camera settings. When I setup the camera for bright day to not overexpose picture when dark clouds coming picture become very dark how to remedy that
 
A quick general answer, without knowing your camera, settings or images (as listed above) would be to set a range for the settings. Such as for shutter 0 to 8 ms for fastest shutter to 1/125 of a second. Same with gain.

Additional constrain is that the camera overlooking parking with major street where vehicles travel with speed 45MPH and more. I am counting cars just for my own business benefit and would like to have clear snapshot of each vehicle passing by. Traffic volume is 15k+ per day
Distance from the street to camera 150ft or about 50m

NEVER (except ANPR and very specific configs where you know what are you doing) use constant shutter - like 1/500..

Always use full manual mode - where you shutter is between 0 and something..

if it's bright camera will use fast shutter, if dark camera will go to longer shutter times...

this is PTZ camera with small sensor (1/2.8") and very closing aperture.. so time like 1/500 is simply not enough when sun is out...

use manual mode and shutter time like 0 to 10ms (1/100).. you can try 0 to 5ms (1/200)...

max shutter time is answer for your question...
