Is there a reason why the official hicvision website (hicvision.com) is so poor? I have tried for days to download the ivms software from there and it rarely works. The website reminds me of websites circa 1990 with slow connection speeds, network timeouts etc. Half of the time it never completes loading. I have tried several browsers. For an international company specializing in high tech equipment it's rather shameful.

Lol! Not so much the 'official' site, that's in CN. Or do you mean the /us subsite?
They do far too much source IP filtering, and it doesn't work very well, gets tangled up trying to send (or actually, not send) different content to different parts of the globe.
The Hikvision Europe Portal is much better - a big choice of downloads, and good performance. DOWNLOAD PORTAL
