Help me get the best bang for the buck. ($3000 budget)

I've been tasked to put together a security camera system for our new workshop. I have a budget of $3000 that I might be able to stretch to $5000, but I'm on a time crunch. I was assigned the project last night (Friday) and I need to have a requisition submitted to the procurement department by Monday morning. (No real reason other than the PM is freaking out about a missed deadline on a Gannt chart so this task got dumped on me)
I have personal experience with just two camera systems. At home I have nine Amcrest cams and an NVR. On our remote jobsite we have an Axis system that is freakin awesome. Unfortunately, I do not have the budget for another Axis system.

Requirements:
Exterior only
3 bullet cams
1 PTZ w/ optical zoom
1 Doorbell cam
NVR
All cameras will be hardwired and POE
Good low light capability. (Alaska, the many hours of darkness will be upon us soon)
Remote access via phone/tablet app

I need to keep the install, setup and operation easy like consumer grade equipment but have more robust and higher quality equipment like an enterprise grade system yet compromise all of the above to fit the budget. (whew)

I started reading various posts here at IPcam Talk and realized there is a LOT of technical detail that I did not know. I'll definitely go down the rabbit hole when I have time. I'm hoping you experts can point me in the right directions based on my requirements.

I put these systems together based on what I know, and what I gleaned from ChatGPT, but before perusing IPcam Talk. Thoughts? (Snarky comments welcome & encouraged, I need a good laugh) Thanks!

You could probably make some changes to the 1st grouping of Amcrest by supplementing with better night vision capable camera's available on one of our suppliers website. Also ships with his Amazon store.

this model has a bigger sensor which gathers light better in darkness than the Amcrest. and is a varifocal lens, so you can zoom in or out to tweak your view.

I have a 4108 NVR and the Amcrest View Pro App, mixed with Empiretech ( Dahua OEM) cameras,
Coupled with a copy of Blue Iris on my Daily driver computer.
I have the Blue Iris App on my phone as well.
The Amcrest app is for the basic users who want look at the cameras channel by channel...I dont find it particularly easy to review motion events on the Amcrest, but that another topic....
his NVR's are Dahua but unmarked and given a different product number

Thanks for the knowledge and picture!

Just got thrown a curve ball (self-inflicted) I can't use systems that are not in compliance with the NDAA. That eliminates the Amcrest & Dahua options.
