This cam appears to have two lamps/LEDs . I assume that one is a regular IR for night vision. What is the purpose of the second one ? To have color in dark or it's a flash/deterrent light?

That is an active deterrence camera, so the 1 is IR and the other is white/strobe depending on how you set it up or have on all night. It can also siren or any other prerecorded message on trigger.
