FFMPEG: OPEN_INPUT: Error number -138 occurred

Hikvision camera using ispy.

On one computer it works on the other I get FFMPEG: OPEN_INPUT: Error number -138 occurred

rtsp:/user[email protected]
TCP

Any idea what's going wrong?

Should the RTSP port 554 be in the URL ?

Also compare ffmpeg version on each computer, maybe a different version is causing the error.
