I sought out the next door neighbor who I figured owns the cat because that was alarming to see. Nonchalantly, he says: Oh that's our cat. He has hip dysplasia and we give him meds for the pain so it's normal that sometimes he drags himself...I think he's too fat too...he can make quite the mess sometimes in the litter box too. I'm thinking "WFT". I thought it might have been hit by a car.
 
If the owner knows it has this condition they shouldn't let it out on its own. That cat is totally vulnerable. IMO
Surprised the coyotes haven't gotten it yet.
