Dell 3630 upgrade...Switched Processors, no more fan spikes.

I removed an i7-8700 (6core 12 thread) for the i9-9900 (8 core 16 thread) on my Dell 3630.
Now the fans are stable.
Everything is just humming quietly along.
And if there is a load increase the ramp up is very slight and gradual.
Also a peculiar benefit of the swap is that the 2 7200 RPM WD surveillance drives are not clacking away anymore. (weird but good)
from what I've seen on the web, the 8700 differs from the 9900 in that one uses a polymer thermal paste under the tin face and the 9900 is said to be "soldered."
