hi, i have a xvr5104hs i3 4k device and two 1509tp led cameras, but the frame rate of each camera in the xvr settings does not exceed 12, when it should be 25 frames per second

12fps is what my 5mp is doing on my XVR.. So if you needed 25 or in my case 30 fps you would need to use the camera in 2mp.. I know that isn't what you want to know but the datasheet is either not complete or you missed it.. IN my 5108-I3 DVR 8mp I get 7fps, 5mp I get 12fps, 4mp I get 15fps and 2mp I get 30fps.. However my cameras are using NTSC and so your numbers for fps may vary..
