I am low budget super starring here and a newb to cameras. I got 4 amcrest poe 4k 15fps domes. I’d like to update to 8-10 total in the future and I want to record 24/7. Will this computer work good for Blue Iris?

HP Elitedesk 800 G1 SFF Desktop Core i7-4790 3.6GHz 16GB 4TB (I have a lead on one for $250)

Do review that the HP SFF can hold enough 3.5" HDDs to meet your needs. Many people like an SSD for the system disk and at least one 3.5" WD purple HDD.
 
This one has the ability for at least 1x3.5” and 1x2.5”(replacing slim cd tray). The 4TB is WD purple. I will add an SSD for the operating system. Will this be adequate for 8-10 4K 15fps cameras running 24/7?

the unit can hold the 2.5 without replacing the tray. Note the 4th gen will never support h.265 hardware acceleration if/when it becomes available in BI.
You might also want to reconsider the dome form factor and go with a turret. You should also understand that the 4k cams will not perform well in low light.
