The serialNo is not recomended to validate you received all events. And you will see that each access controller/Terminal have different specsheet for max event capacity. Once it reaches max it will not increase beyond that number, it will start from 1 again. Meaning you can have duplicates... -

yea on many models erase cfg0 does that. On newer models is protected. You could also flash same or older firmware, that does replace cfg0 as well , result is as well inactive state. -

I never had an issue with my cameras, they all store videos of vehicle passages. As i use API to retrieve it i can generally get everytime a video with starttime and enddtime to match event time. -

It could worth checking 2 things. 1. No enough power +CMOS fault, equals in higher current drain while electro motor starts and reset configuration. 2. The actual firmware bug. On your point 4, there is a way to capture logs via SSH or serial connection. You can see what camera does... -
NDAA Compliant IP Cameras - What's the Point?
NDAA was never meant to be secure. Its just political ban on Chinese equipment made by US. But worse than that are people searching and asking for NIS2 cameras, not even knowing what NIS2 is and that single hardware cannot be NIS2 compliant.- trempa92

There are too many with same casing. Maybe best case would be to tell seller to power on and show you model via software. It will at least be a proof it is in working condition -
