Based on your client list, the item that starts out with DESKTOP-9D9.... is most likely a Windows 10 computer.
It would help to shut off some of your hardware, full power down with the cord pulled from the outlet, to free up some of the IP addresses until you get your camera static IP's assigned.

Yes, I did switch from PAL to NTSC without any problems. That was not the primary reason for the update. The factory shipped firmware had undergone two upgrades due to security concerns. Here is my current firmware and I believe it is the most recent. 2.460.0000.7.R, Build Date 2017-03-06.
Go to the first post on page 1 in this thread. @nayr provided the links a few paragraphs after the first picture. Links are provided to both the NTSC and PAL updates. The links have been updated to the most recent version. My firmware update has a build date of 2017-03-06.
That worked for me. Turned off IVS and upon reboot it returns to the selected preset.
Based on other comments on this thread I have shut off auto reboot.

I just checked and IVS was enabled. Not something I use so I shut it off.
For a test I will turn auto reboot back on and see if it will go to a preset.
Yes. I have tried any one of four or five presets. Upon reboot it always points full up full clockwise.
If I do a PTZ restart from Setup>PTZ>Function it will point at any of the presets I select.

By design, Waterfox is a 64 bit browser. I made a couple of attempts to install NPAPI plugins and was not successful. Possibly because the plugins are 32 bit and the browser is 64 bit? Maybe I am missing something.

I am going to have to think through some other hardware changes besides the cameras. A NVR was on my wish list and I need POE+ for current/future cameras. Max number of cameras at this location is 3. Whether to look for a NVR/POE+ switch in one piece of equipment or two is the current question.
