    You will have to set the FPS to 15 and the Iframe settings to 15 on the web configuration page for each camera! This is not controlled by BI! I also notice that one of your cameras is set to use H265 compression, you probably should change it to H264, which is the recommended configuration for BI

    Do do it securely you will need to setup a VPN or something similar between the two routers, what routers are at each end and does each of them support a VPN client? It is not a good idea to open ports for the cameras as you will likely get hacked in a very short time!
