    Nobody saw him on the ground with a rifle. The theory, as I understand it, is he stashed the rifle somewhere in the area. It seems he would have needed to know the general area where he was going to use it.

    From the testimony over the last couple of days, it seems the local le in the building saw the guy on the ground and may have left the building to go look for him, giving the shooter time to get on the roof and crawl to the peak without much notice from any le.

    I agree. The department would get some bad press. Department fires/suspends officer responsible for keeping the President safe. And the officer would easily find a job at another department. But, unlike what was mentioned before, I would aim the warning shots into the ground rather than in the air.

    To address #3, from my law enforcement experience, a number of people call after a short period of time out of concern when someone deviates from their normal pattern. While your suggestion is a possibility, there are also plenty of other reasons.
