see your pc is 10.1.1 range, you can only connect to 10.1.1.1
other cams are on 192.168.1 range, so you can't connect to them
What did you connect to nvr ? Only cams and pc should be connected for the test
Can you please plug your pc to the nvr ?
Then try to use a network scanner (https://www.advanced-ip-scanner.com/download/Advanced_IP_Scanner_2.5.3499.exe) for scanning devices

Can you try to connect only 1 cam to the nvr, does it power ?
You also can try to do hide the cam with something then try to listen if the IR cam switch on or not
if not maybe not POE power from your nvr
Right, no way to schedule.
The only way i will suggest is to take a raspberry PI (very low consumption compare to a pc) and write a script to take snapshot on a cron task.

Taking snapshot with api:cgi-bin/snapshot.cgi
On a web browser try: http://LOGIN:PASSWORD@CAMERA-IP/cgi-bin/snapshot.cgi
so your script will take a snapshot then...

i successfully make a bash script (running in debian) to get sunrise/sunset and switch day/night mode.
I also make the set zoom/focus command but not yet tested
