What is your shutter speed?

To me, focus looks off. Also, zoom in more if you can

Your focus is on the parked car plate.

The cars you want to ID are a good 30+ feet closer and off at an angle.

1- Set your focus for the cars you want to get plates on, NOT the parked car 30+ feet away
2- Aim the camera more to the left
3- a bit more zoom wouldnt hurt.

You're trying to capture too big of a scene. I think we went over this some months ago..?

The more you zoom in, the smaller the area of focus is, which is why a parked car on the other side can be clear, but a car down the middle of the road is blurry. For LPR, it is almost a must to have a car stop in the middle of the frame to get the focus at the distance you are shooting for.
