I think I found the issue the PaddleOCR 2.7.0.3 is not compatible with PaddlePaddle 3.2.0. It is getting late, I will post steps to manually install module tomorrow when I get home form work.

I did not have time to post the steps, I am close to having a total new version License Plate Recognition (YOLO11) that is better then the old version, faster, and will use iGPUs. This module will need to be manually installed, I will try to post the new License Plate Recognition (YOLO11) module with steps to install it.
