This is sad case but if you ask any CO at a prison, the toilet in cells are used to clean clothes, the inmates actually keep them so clean you could drink from them. I know this sounds crazy but ask a Correctional Officer...also those metal sink/toilets you can't shut off the water, not from within the cell, so guessing this was done by the Jailer on the back wall of the toilet...also, 2 meals a day, it's 3? If he was in solitaire and fed through a door slot, could happen or he did not pick up/missed breakfast when it comes around 4am and if not received they took it back/away.

Sounds like County Jail though and not prison, which could be a different setup.

If there is any local governmant government office that was responsible for permits, zoning, etc. and they allowed this to proceed as planned, knowing what was to happen, then they should be considered complicit and co-conspirators in an illegal scheme to defraud the federal government and should be prosecuted, IMO.....I can guarantee a private individual such as myself would if I went through with such a scheme. :mad:
