Ha! I had to uncheck remote management under the user, click OK to exit, then go back to user, re-check remote management, click OK to save, it pulled the configuration of the remote server and I can now see the other BI installation.
OK, I took the leap, entered a password for the local console, shut down the console, and restarted the service, and there is now a remote tab in the status window!

So I enter in any password, the password to the BI user, or the Windows account login password? And when I do this, the remote tab will appear in the status window?
It seems I do not have one. My user has a password, but the local console does not. I do not remember setting up an "admin" password within Blue Iris. And if I add a password to the local console, will I have to enter it every time open it?

Even if you did get the apk it may not work with the later version of Android. I'd stick with @wittaj suggestion of using Blue Iris UI3 or getting the app.
