Pretty much if the gubermint is paying out there is massive fraud and oftentimes the gubermint employees are also involved in the scheme.

Most Government Employees can not even get freebies from conferences, ..
meanwhile the "elected officials" can be super corrupt and pocket boat loads of money, while the rank and file working in the government has issues if they get a free lunch
