Circling back around....It would seem that the "war" on terror never ended thus we continue to be in a state of war again terrorism. To me it would see that technically, POTUS is in the clear but I only play a lawyer on IPCAMTALK.But are we at "war" and does POTUS need to declare war on the already declared terrorist group? If they are declared a terrorist group does that mean de facto that we are at "war"? Beats me but I'd like to know.
