Years ago, I studied law enforcement. They told us to look at things such as jewellery (especially watches), shoes, etc. Things people are less likely to change or remove.

When he bends down to deliver the package, it looks like the hood of the jacket is tucked under the Amazon vest.

I'd put money on it being the same guy.

I noticed the same jacket (w/stripes), pants, and shoes.
When he walks away he has the same slack and wrinkles in the butt of his pants.

So yes, I believe the delivery guy is also the thief.

Other physical things that don't change:

• Your height;
• Your inseam;
• Your arm length;
• Your torso; and
• Your head size.

Those can be measured as compared to a known, fixed size object in an image.
