just bought a new one ASECAM 16 CH 4k Ultra HD NVR Video Recorder.
poe converter is added , connected lan to router and from router to nvr.
ip camera is TW-320FR-MVF2

It sounds like your NVR's LAN (10.100.102.XXX) and the IP of the camera (10.0.0.20) are in 2 different subnets so the NVR cannot "see" the camera.
Do you have a PC? if so, assign it temporarily a unique static IP in the 10.0.0.XXX subnet, subnet mask of 255.255.0 (no gateway needed) then with a browser log into the camera's webGUI at 10.0.0.20 and assign the camera a unique static IP in the same subnet as the NVR's LAN (10.0.102.XXX) but outside of the router's DHCP pool then have the NVR look for it....give it some time to do so. When the camera is online then change the computer's IP settings back to what it was.
