I talked to the commissioner of Football today, he said send the plan/ideas up to the Athletic department.
To begin answering some of the questions...
What are the functional needs?
Biggest thing for ME is general security, plus ability to provide video evidence in several "he said / she said" issues that have cropped up with those "sports parents" over the years. It seems like every year, it's something new, something stupid. This year a dad filed a police report accusing two coaches of "manhandling" a 12 year old to break up an altercation that was getting out of hand between two teams scrimmaging. In past years parents have stormed the field because of XYZ. Always the parents of the problem kids...but to build in some protection against baseless accusations
Where are the potential issues?
Mostly on the field and sidelines. There is also a baseball field as seen. It looks like there is some
Cat5 or Cat5e running from the current NVR to the snack stand shed. It looks like there were a couple cameras there but they were ripped down.
What are the priorities?
Be able to provide identifiable video evidence for any vandalism or he-said-she said type of scenarios

Will someone be manning the cameras during events (PTZ could be used in this case)?
It hasn't been brought up, although there have certainly been scenarios where fans have been tossed during games for running their mouths.
