Low cost Windows license keys are usually 'volume OEM licence keys' for businesses (hence Pro version).
But note that business pro versions mean someone out there is the Windows system admin for the business licence key and can see your PC's status. It's not under full business control but some status is shared.
A cheap way is buying an old/used PC online and deactivating the windows licence key on it. Then using that key to activate your own PC.
