A quick general answer, without knowing your camera, settings or images (as listed above) would be to set a range for the settings. Such as for shutter 0 to 8 ms for fastest shutter to 1/125 of a second. Same with gain.

Additional constrain is that the camera overlooking parking with major street where vehicles travel with speed 45MPH and more. I am counting cars just for my own business benefit and would like to have clear snapshot of each vehicle passing by. Traffic volume is 15k+ per day
