    answered my own question I have tailscale, well had tailscale, on that machine uninstalled it and went to it perfectly i need to figure out how to have it, but also disable it while im offline so i can access the cams

    my computers ethernet is all that with 1xx at the end i forced it to that number, and my computer sees it it was the default number. I mademy computer the default with 100 and it talked to it. I then forced the cam to the new number, and reset my computer to its original ip and they worked...
